Mr. Secretary Gladstone in despatch. No 28 of 20th February, acknowledges receipt of Sir John Davis's despatch. A 144 of 24th October 1845, and states that Mr. Gordon's Plan for £11,000 and that of Mr Hardwick for £8,000 were found to be expensive.
He incloses Mr Hardwick's Plans, and desires to be furnished with detailed estimates of the expense of completing them, according to the actual prices of Work at Hong Kong. The Government will contribute 2/3 of the whole expense, provided they are satisfied that such proportion is not more than is warranted by the occasion, and that it would be expended in such a manner as to afford sufficient accommodation. Government must nevertheless reserve their final judgments on the proportion contributed by the Public, until further information shall have been obtained. In the mean time, preparations are to be made for commencing the execution of the Church, and the actual execution of the work may even be undertaken, provided the Inhabitants show such a disposition to contribute thereto as to render this measure possible on the understanding specified.
Sir John Davis in despatch. No 21 of 2nd February called Lord Stanley's attention to the great want of a Church here, and stated that the Ordnance Department could create a suitable sum to be spent, two thirds of which would be defrayed by the Colony, the remaining third being contributed by the community.
To which despatch W. Gladstone replied by despatch No 40 of 28th April, stating that he had given the necessary authority and instructions on the subject in his Despatch No 28 of 20th February 1846.
